The Sindh Cabinet, led by Chief Minister Syed Murad Ali Shah, has approved a comprehensive package of initiatives targeting agricultural support, power sector regulation, regional security, and public infrastructure.
Agricultural Support & Wheat Market Stabilization
- Wheat Inventory Status: Total provincial wheat availability stands at 4.84 million metric tonnes (MMT), comprising 4.70 MMT from the 2026 harvest and 0.14 MMT in carry-forward stock. Administrative operations reduced unaccounted wheat stocks from 1.18 MMT in July to 0.70 MMT by mid-August, with inspection teams seizing 257,738 tonnes across more than 800 locations.
- PASSCO Wheat Procurement: Approved the purchase of 223,455 tonnes of PASSCO wheat at Rs 4,150 per 40 kg.
- Flour Mill Operations: Increased the stock retention limit for operational flour mills from one month to three months of grinding capacity. Additionally, 56,729 tonnes of wheat seized in Sukkur and Larkana will be converted into flour to be sold at an ex-mill price capped at Rs 112 per kg.
- DAP Fertilizer Subsidy: Authorized a targeted subsidy package for small and medium farmers holding up to 25 acres to offset international DAP price inflation. A dedicated ministerial committee has been established to finalize criteria for the subsidy and the upcoming wheat procurement price within two weeks.
Energy Sector & Institutional Regulations
- SEPRA Governance: Finalized a four-year tenure structure (renewable once) for the Chairman and members of the Sindh Electric Power Regulatory Authority (SEPRA).
- Green Fleet Mandate: Directed that official vehicles allocated to SEPRA executive board members must be electric vehicles (EVs).
- Civil Service Policy Realignment: Approved a policy allowing civil servants selected for special pay scale positions through open competition to retain their government service status, continuous seniority, and pension rights without resigning or taking extraordinary leave, matching federal standards.
Security Infrastructure & Public Works
- Intelligence Center Funding: Allocated an additional Rs 441.9 million to finalize the Provincial Intelligence Fusion and Threat Assessment Centre (PIFTAC) headquarters, including its Data Centre, AI Hub, and Nerve Centre. Procurement rules were waived to engage the National Radio and Telecommunication Corporation (NRTC) on a government-to-government basis.
- Flood Relief & WASH Infrastructure: Approved a Service Level Agreement (SLA) between District Councils and Sindh People’s Housing for Flood Affectees (SPHF) to manage the STAR WASH Programme for six years in Khairpur, Jamshoro, Badin, and Naushahro Feroze.
- Thar Water Network Takeover: Transferred the operation and maintenance of the 193-kilometer Naukot–Mithi–Islamkot–Nangarparkar–Chelhar water transmission line from local councils to the Public Health Engineering Department (PHED), backed by a dedicated O&M budget allocation.
